Get the story straight for you local bee inspector.
Regulations on AFB vary by State and sometimes by
county within each State,

Talk to your local bee inspector about the land and
what the State and local ordinances will allow.
Read "The How-To-Do-It Book of Beekeeping" by
Richard Taylor. In it, he cites keeping a healthy
colony as the major deterrent to AFB.
