If the human race were to see an advance, it would probably be the
result of two people with Downs Syndrom that actually produced the
mutation that was successful.  They carry an extra chromosome, and
that causes the birth defect.  But, if two of those chromosomes come
together, a super intellegent may be born.  We can just measure the
volume of the brain, and determin that with an I.Q. test.  In all due
respect the skull would have a larger volume, the brain would be
larger, and as a end result, the individual would retain more
information and be able to access it.
